The challenge
Kenya publishes county budget documents as PDFs. Civic Insight wanted a free public tool that let citizens and journalists compare allocations across counties — but the source data had to be re-extracted every quarter.
What we did
- Custom PDF extraction pipeline tuned to the National Treasury's template — re-runs in under an hour per quarter.
- dbt models that normalise the line items across counties using a shared chart of accounts.
